I found an award winning portraiture and fine art application (called Artista Oil) that will blow you mind! This is a software created by Jixi Pix for MAC and Windows with phone apps available for IOS (iPad, iPhone). Its not expensive so don't worry about the price.
I purchased mine for my laptop and I really like the results! It creates oil paintings out of pictures. Its the better than any other software because it only takes less than a minute to create one and it does not require technical skills to create an awesome oil painting out of you picture.
